"The 'AAA' rating and Stable Outlook reflect the city's excellent financial management and planning and diverse economic base. Raleigh is the Wake County seat and the state capital, which provides stability to the employment base. Recovery from the most recent recession is evident in a number of indicators, including declining unemployment rates and growth in jobs, retail sales, and economically-sensitive taxes."
